Art Shala, PhD, is a leadership and strategy consultant and Managing Partner of XPR Consulting, a management consulting firm in Prishtina, Kosovo. He advises CEOs and owners across the Balkans on strategy, organisational structure and leadership development, and works alongside them through implementation. He is Professor of Marketing Strategy at the University of Gjilan “Kadri Zeka”.

What does Art Shala actually do?

Art Shala works with CEOs and owners on the two questions that decide a company’s next decade: what should this business become, and is it built to become it.

About seventy per cent of the work is strategy. The other thirty per cent is what happens after the strategy exists, and that is usually the part clients remember. Eighteen years of consulting have taught him that the distance between a good decision and a working company is where most consulting quietly ends, and where most of the value is quietly lost.

His engagements tend to follow the same arc. A company grows past the way it was organised. The owner senses it before anyone can name it. The market has moved, the structure has not, and the people who built the company are not yet the people who can run the next version of it.

That is the moment he is called in.

Who does he work with?

Owners and CEOs of companies that have outgrown their structure. You are successful and it is getting harder, not easier. The strategy exists in your head and nowhere else. Growth is now limited by how the company is organised rather than by the market.

Investment groups and holdings that need their companies to run without them. Several businesses, one owner group, no shared operating logic. You need concepts that can be replicated, managers who can be trusted with them, and a way to hold direction across companies that do not resemble each other.

Leaders entering a new market or a new format. Regional expansion, franchising, a new country, a new channel. You need to know whether what works here will survive there, and what has to change before it does.

A different type of consulting approach

Kind reminder: the strategy is not the document.

Most consulting sells a template. The template is comforting. It makes the work look rigorous and the price look justified. It is also, almost always, the first thing to be wrong, because it was built inside a company that is not yours.

Mintzberg said strategy is crafted, not formulated. He has been saying it since 1987, and the industry still has not forgiven him for it.

Art takes the same position, and it costs him work. He does not arrive with a model. He arrives with questions that are hard to answer, an unusual range of comparison across eighteen years and a dozen industries, and a refusal to be general.

What repeats in his work is not the content. It is the sequence.

Analyse. Decide. Build. Sustain.

Analyse. Understand the business honestly, including the things the owner has not said out loud and the things everyone knows but nobody has written down. Most engagements are lost here, in the comfort of a diagnosis that flatters the client.

Decide. Decide the strategy with the owner rather than for them. A strategy the owner did not build will not be defended when it gets expensive.

Build. Redesign the structure and the operating model so it can carry the decision, then build the people who will run it. Most strategies do not fail in the market. They fail in the org chart. And capability is not a training budget, it is a specific set of named managers who can do a specific set of new things.

Sustain. The consultant leaves, the company keeps the problem. That is the industry’s oldest and least discussed transaction. The work is finished when the company can run it without him, not when the invoice is.

Everything inside those four is built for the company in front of him. The sequence holds. The content never repeats.

So here is the question worth asking before you hire anyone, Art included: when this engagement ends, what exactly will be different, and who inside your company will own it?

Building a company’s capacity to run itself. Interex, Kosovo.

Interex is the second largest retailer in Kosovo. The problem was never demand. It was that the organisation had grown faster than its ability to manage itself.

The work began with restructuring operations and human resources, then did the harder thing: it built a training and development function that had never existed. That function has since delivered more than 3,000 hours of training to the company’s own people. The work continued into operational restructuring through KPI measurement systems and Kaizen across the business.

The point was never the training hours. It is that the company can now develop its own managers without hiring anyone to do it for them.

Giving a group one direction. Fundway, Balkans.

Fundway is one of the largest investment groups in the Balkans, with companies that have almost nothing in common operationally.

Art facilitated and defined the mission, vision, values and principles framework for the group and its companies, including HyperActive, Scardian Sigurime, Dapton IT and Vlora Marina, working directly with the CEO and the owners.

A group of unrelated businesses does not become a group because it shares a shareholder. It becomes one when it shares a direction that each company can act on.

HyperActive worked. The question was whether it could work again somewhere else without the founders in the room.

That meant strategy first, then the unglamorous part: operating manuals detailed enough that the concept can be replicated and franchised, with the standards written down rather than carried in someone’s head.

A concept becomes an asset at the moment it can be handed to someone else.

Leadership development for senior teams.

Under Art Shala’s direction, XPR Consulting has developed custom leadership development programmes for the senior teams at Interex and Fundway, built with an international training provider: eighteen months, fifteen senior managers in each organisation.

Neither programme was bought off a shelf. Both were designed against the actual gaps in each company’s management layer, which is why they are still running.

Leadership Reimagined.

Art Shala founded and curates Leadership Reimagined, XPR Consulting’s executive platform for senior leaders in Kosovo. The premise is simple and slightly uncomfortable: leaders in this region do not have less capability, they have less access.

The platform brings senior international practitioners to Prishtina to work directly with owners, CEOs and executives.
Jim Sterne, Marta Kondracka, Alex Mari and Federica Driussi opened it with From Data to Humanity in July 2025. In May 2026, Penny Hopkinson facilitated the Operational Governance in Multi-Site and Franchise Business Models; and in June 2026 Carlo A.
